Royalty Fees - Nigerian Broadcaster

Hello, I intend to start a gospel internet radio station. I am trying to find where I can pay the royalty fees for the music to be aired, but there is no where for Nigerians to pay. Is Nigeria exempted from paying the royalty fees?

Nowhere is exempt from paying royalty fees.

As with nearly all countries it is covered by Nigerian law, in this case:
Copyright Act 1999 Copyright Decree No. 47, December 1988 (Codified as chapter 68, Laws of the Federation of Nigeria, 1990).
Copyright (Amendment) Decree No. 98, December 1992.
Copyright (Amendment) Decree No. 42, May 1999
